The Health and Safety Executive has launched a consultation on proposed changes to the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013, seeking views on how the framework can better capture work-related ill health while reducing reporting burdens.
The consultation forms part of the regulator’s wider strategy to tackle occupational health risks, inviting feedback on legislative and non-legislative proposals.
Legislative proposals include clarifying definitions in Regulation 2 where terms are considered unclear or ambiguous. The regulator is also reviewing the list of occupational diseases in Regulation 8, including the possible reintroduction of previously removed conditions, and the addition of new diseases to ensure serious cases are recorded.
Further proposals include broadening the scope of “diagnosis” under Regulation 2 to allow confirmation by a wider range of registered health practitioners, not just doctors registered with the General Medical Council. The list of dangerous occurrences in Schedule 2 is also under review, with plans to add new categories and update existing ones to reflect modern risks.
On the non-legislative side, plans include simplifying the online reporting form to reduce under-reporting and over-reporting, while improving usability.
The consultation is relevant across all sectors, particularly duty holders and those responsible for work premises, as well as healthcare practitioners.
The consultation runs until 30 June 2026.
